Corporate Disaster Resource Network (CDRN) Launched

Saturday, November 08, 2008 | 17:01

For the first time in India, Corporates can know how specifically they can help disaster struck people with the CDRN.

November 7, 2008: The Corporate Disaster Resource Network (CDRN) was launched by J K Sinha, Member, NDMA. The CDRN is an initiative by Aidmatrix and Civil Society Organisations partners (CSO) who launched this at a conference on Combating Climate Change for Disaster Reduction and Sustainable Business with Climate Friendly Private Sector Initiatives, in New Delhi. Also present for the launch were Vinod Menon, Member National Disaster Management Association, Governor Scott McCallum, CEO Aidmatrix and Soumitra Ghosh, President CSO Partners.

CDRN, a logistics, administrative and financial coordination tool as part of the National Disaster Management Authority, Corporate Task Force, is an initiative by Aidmatrix and CSO Partners that helps Corporates know how they can help disaster struck people by providing real time information on products and services needed during emergencies.

The past learnings from the Tusnami and the recent floods of Bihar, highlight the valuable need for an information system for companies to leverage highlighted Vinod Menon, Member, NDMA.

Addressing the delegates after the launch, J. K. Sinha said, "In the recent past there has been an increase in the frequency at which disaster has struck people all across the world. And in the absence of a system that can help in forecasting or prevent man and material loss, CDRN would help in building an effective channel through which resources could be directed during times of need, with the help of Public Private Partnership (PPP)."

It is common knowledge today that an increasing number of business enterprises are laying more and more emphasis on their role as a corporate citizen. And this concept gains even more significance during times of disaster, providing business houses with an opportunity to highlight supplies for local governments and also to give back to the society through their business.

"CDRN acts as a platform where companies are shown the specific needs and they can actually choose the manner in which they can help. Relief agencies that are working in the disaster struck areas , update the system with real time demands that arise during times of crisis. Corporates who are willing to donate during these times can thus know how they can help by donating what is actually needed. This system was put to use during Hurricane Ike and Hurricane Gustavo that had hit the US shores recently and in India it can help in providing much needed help on time", said Governor Scott James McCallum, CEO Aidmatrix.

Virinder Sharma from DFID emphasised on the climate change adaptation and disaster risk reduction points where there is a need to address incentives, institutions and instruments. He further highlighted the challenges that constrain the convergence agenda to work towards regional models and resilient communities.

NATO Signs Agreement to Use Aidmatrix Network®
for Disaster Relief

Brussels, September 16, 2008 -- Today NATO EADRCC and the Aidmatrix Foundation announced their agreement to set up a partnership to help NATO EADRCC meet the challenge of managing donations in civil disaster scenarios. The agreement is with EADRCC (Euro-Atlantic Disaster Response Coordination Centre), NATO''s principal civil crisis response mechanism, which coordinates assistance in the Euro-Atlantic area from NATO Allies and Partners to countries that have been struck by a major disaster.

"Right now, we are handling all logistics with whiteboard, spreadsheets and brains", said Guenter Bretschneider, Head of EADRCC. "After witnessing the success of Aidmatrix software solutions during recent emergencies in the US for the Federal Emergency Management Agency (FEMA), we are convinced that this is the right step for our organization to better handle donations in times of crisis. Aidmatrix Network® will make us faster, more transparent, more efficient."

Shari Temple, Managing Director, Aidmatrix Europe: "Aidmatrix Network® provides a single location to capture and report the full picture of need, donations, and delivery in real time. Whether it is product or volunteers, Aidmatrix Network instantly makes requirements from the field available to potential donors and vice versa. This also prevents unnecessary donations from getting in the way of critical life-saving efforts."

NATO EADRCC plans to launch the Aidmatrix Network® in late September. It will be available to 63 countries. These are the 50 Euro-Atlantic Partnership Council (EAPC) member countries - NATO Allies and Partners, the "Mediterranean Dialogue Countries", the "Istanbul Cooperation Initiative Countries" as well as Afghanistan and Kosovo.

Risk Reduction key to minimising human suffering and economic losses

Saturday, May 10, 2008 | 10:00

Human suffering and economic losses from vulnerability to natural hazards are high. Munich Re estimated that the year 2005 was the most expensive year on record with an overall loss of US$210 billion with total disaster-related claims at over US$ 94 billion. With these costs rising year-on-year, 168 governments have adopted the Hyogo Framework for Action (HFA) 2005-2015: Building the Resilience of Nations and Communities to Disasters. The HFA strives to build international, regional, national and local activities to galvanize efforts to achieve a reduction of disaster losses in fulfillment of the objectives set for the International Strategy for Disaster Reduction (ISDR). One important part of the Framework is helping governments and businesses to identify opportunities for collaborative actions that can reduce losses from natural hazards.

Overall, the private sector in South Asia sees itself positioned to provide value for minimizing vulnerability and safeguarding communities in their auspices. The collective involvement of the partners of this conference brought a symbiosis of knowledge on the value of the private sector to the emergency needs of government operations.

Following the Ist International Conference on Public Private Partnership for Disaster Management 2007, the IInd International Disaster Management Conference, 2008 was organized the auspices of the National Disaster Management Authority India, (NDMA) by Responsenet An Aidmatrix Initiative. Aptly titled "Operationalising Public Private Partnership for Disaster Management: Towards Resilient & Sustainability Goals", the Conference was held on 16th & 17th April at New Delhi.

In terms of contingency plans - the most widely discussed topic - many still apply to specific disasters which may be perennial or sudden disruptions due to man-made disasters. Examples of pandemics across borders traveling worldwide disrupt many functions of business and governments had not been taken into consideration as did other less frequent hazards.

Effective incident and crisis management mechanism using the model of Incident Command System for a structure in business for command, control, coordination and communications was discussed and debated at length. New challenges such as mapping country telecommunication infrastructure for effective communication contingencies, resilience of the financial sector for minimal disruptions, data communication route maps for contingency planning, and the cascading effects of data outages were also highlighted.

The Conference was supported by a number of international agencies, multi-national organizations and corporate bodies like USAID- IRG, International Federation of Red Cross and Red Crescent Societies (IFRC&RCS), United Nations International Strategy for Disaster Reduction (UN/ISDR), Sphere India, Tata Teleservices, International Association for Emergency Managers (IAEM), Swiss Re, GeoHazards International, Services International, Grant Thornton, Micro Insurance Academy, Motorola, Steria (India) Limited, British Standard Issues (BSI), IFFCO-TOKIO, AMS Acoustics, DURAN Audio and DIGITEXX. Further, the Conference saw the participation of representatives of various State Governments and Departments like Fire Services, the Health Directorate, Police, Non-Governmental Organizations, academicians, societal actors and stakeholders from all parts of the world.

Disaster management is no longer restricted to the domain of "State Responsibilities". Further, moving beyond disaster management the focus is on "Risk Reduction", ensuring that minimum risk, loss or damage is ensued whilst dealing with disasters. Hence, all efforts to deal with issues of disaster, whether natural or man-made and the management of disaster needs to be a concerted effort between the Government (public) and the private sector. Disasters cannot be inverted however the move towards increasing disaster preparedness mechanisms will help mitigate the associated risks. Taking this view, Ms. Angela Nar''s welcome address initiated the need to "evolve public-private partnerships in dealing with disaster management".
