in International Perspectives in Participatory
Research

This
programme is a unique collaborative initiative of PCE in India and Continuing
Studies, University of Victoria located in British Columbia, Canada. The
programme aims at sharing insights developed from both the Development Sector
world and the academic world. Practitioners from both India and Canada have
designed this programme. This programme is an introduction to the practice and
theory of community-based participatory research and evaluation from the global
perspective. The emphasis is on participatory research and evaluation, community
action and community transformation. Examples are drawn from international case
studies.
Issues of
partnership, degrees of participation, and guidelines for practice are featured
along with innovative ways of creating and representing knowledge in a
community-based context. Completion of this programme will enable learners to
design and conduct participatory research and evaluate projects in their own
communities.

Occupational Health and Safety

collaborative partnership with CIS ( Unit of International Labour
Organisation)
Management of health and safety in the workplace is
not only a legal and moral obligation; it also makes good business sense.
Attention to safety and employee welfare issues can yield valuable returns in
improving employee morale, reducing absenteeism and maintaining productivity,
while cutting costs arising from accidents and compensations thereof. Health and
safety is often regarded as being separate from other workplace issues. As
health and safety laws often involve technical issues, laypersons feel that only
experts can deal with such matters.
PRIA's
learning and experiences of the last two decades, however, defies this myth. We
believe most accidents happen because they have not been prevented, thus safety
is a key issue. This Programme titled "Certificate in Occupational Health and
Safety' is designed to provide learners with basic information, resources,
discussion questions and interactive opportunities that motivate an
understanding of Occupational Health and Safety. The Programme is based on two
decades of PRIA's involvement with the issue.
From its
inception PRIA's work focused on capacity building and demystifying the concepts
and practices of the Occupational Health and Safety. The methodology and case
studies used in the programme are on the one hand tested in the field set u pand
on the other enriched by PRIA's networking with experts and practitioners. Seven
units are offered as part of the course.

monitoring and evaluation are carried out, thus, emphasizing the relevance of
monitoring and evaluation for development and governance. The differences
between conventional and participatory approaches to monitoring and evaluation
are effectively discussed. The course explores the origins and principles of
participatory monitoring and evaluation , and enables the learners to use
innovative methods of participatory monitoring and evaluation. It
familiarises the learners with international exemplars and effectively covers
the operational aspects of participatory monitoring and
evaluation.

The
programme discusses meanings, origins, functions, and interpretations of the
terms in Civil Society. Starting with the analysis of historical and cultural
roots of Civil Society, the course moves on to debate the current nature and
functions of Civil Society Organisations. The trinity of State, Market and Civil
Society has been closely examined for the learners.
Examples
of the work of Civil Society Organisations in the field of development have been
demonstrated. The course also analyses emerging issues and challenges for CSOs
and suggests some practical ways in which Civil Society Organisations can help
to strengthen democracy and improve governance. It discusses the need and
methodology of capacity building in CSOs. Using a futuristic approach, the

The
programme demonstrates realities like gender stereotyping and patriarchy that
still exist in our society. Discussing the socialization processes, the course
gives the learner new perspectives and ways of understanding gender. It
discusses the various forms of gender-based violence in public and private
domains. The course helps the learner in evaluating various institutions like
media, law and educational institutions where gender bias still exists in
evident as well as hidden forms. The learner is informed about the correlation
between gender and health issues like HIV/AIDS. The course assists the learner

Panchayati Raj Institutions in India (English /

Starting
with the evolution of the Panchayati Raj, the course gives a detailed
description of the 73rd Constitutional Amendment Act & state conformity
Acts. The need of democratic decentralization is focused upon in order to help
the learners understand its conceptual & analytical framework. Democratic
mandate including constitutional provisions and key trends for Panchayat
elections, sixth round table resolutions, pre-election voters' awareness
campaign (PEVAC) and statutory provisions are described in detail. The course
also gives in-depth knowledge on the status of gram sabha meetings, significant
issues related to gram sabha and enabling factors in the functioning of gram
sabha on the basis of PRIA's grassroots experience. It assists the learner in
understanding and developing methods of mobilization of the gram sabha.

capacities of PRIs through devolution of financial powers to panchayats, fiscal
decentralization and citizen engagement in fiscal process of panchayat. It
introduces the concept of participatory local planning, citizen leadership &

course reviews international efforts to develop common goals and common
strategies (and policies to attain them) and to impose adult learning as a basic
human right worldwide. It presents the debate surrounding the concept of
lifelong learning, various ways of structuring adult education, and common
issues of participation, financing, and access.

programme has been designed so as to discuss the field's main philosophical
frameworks, its key concepts, theories, and thinkers. It brings forth the
ongoing debates surrounding these key concepts and theories from an
international perspective. The course starts with introduction of the history of
adult education, including the most internationally influential events and adult
education movements in its evolution determining how cross-border influences
were the early features of the field.
Major international organizations and networks that
are currently active in the field have been identified and their roles in the
field have been discussed. Exemplification of contemporary issues that are
currently salient in adult education and lifelong learning praxis has been done
through concrete examples from different countries and regions of the world,
while highlighting international co-operation on the issue.

PROCEDURE
Eligibility: All the above certificate
programmes invite applications from Indian as well as International students.
The minimum required qualification is Bachelor's degree in any subject.
Mode of
Delivery: The Certificate programmes are offered in a distance
mode, making learning accessible through part time study, outside working hours.
Distance delivery includes print materials, audio-visual CDs, guest faculty and
immediate and engaged communication through bulletin board.
Duration:
Each certificate programme is of 3 months duration and the session starts from
1st April to 30th June 2008.
Medium of
Instruction: The programmes will be delivered in English (PRI
& Gender are in Hindi also) .
Credits and evaluation:
All
the certificate programmes are of 8-credits and involve 240 hours of study.
Evaluation will be based on written assignments in the form of reflection
papers, case study analysis and project work.
